The purpose of this guide is to provide information concerning the flag state rules applicable to Malta registered yachts that are operated for private pleasure use.

On the 1st June 2026 the Malta  Merchant Shipping Directorate implemented non-mandatory ‘Pleasure Yachts Safety Guidelines’ for Yachts under 24m hull length.

Length of Hull

In respect of these guidelines, hull length is interpreted as the Length of Hull (LH), as defined by ISO 8666. This is the hull length used for CE Certification and is defined by ISO 8666 as although eligible yachts also include pleasure yachts that bridge regulatory thresholds, specifically, those with a Hull Length (ISO 8666) > 24m, but a Load Line Length Art.2(8) < 24m.

The guidelines were published by the Malta Merchant Shipping Directorate following an extensive review of evolving market demands and they are aimed at establishing  a coherent, proportionate, and practical safety framework specifically for pleasure yachts registered under the Malta Flag.

Participation in this scheme is entirely on a voluntary basis. However, the Directorate recommends that owners adopt these standards to ensure a high level of safety awareness and to facilitate compliance with requirements that may be imposed by foreign jurisdictions  mandating safety certification for pleasure craft.
