From 1st January 2026, Personal Safety and Social Responsibility (PSSR) training providers are making mandatory updates to their training courses.

This is a result of Resolution MSC 560(108) adopted on 23rd May 2024 by the International Maritime Organisation (IMO), which amended Part A of the STCW Table A-VI/1-4 for PSSR training. This amendment introduces a new competence requirement within the Personal Safety and Social Responsibilities (PSSR) module, covering:

  • Sexual harassment
  • Bullying and intimidation
  • Sexual assault

This is the first time such training has been made a mandatory global STCW requirement, recognising that interpersonal behaviour and psychological safety are integral to overall maritime safety.

UK MCA Guidance

The UK Maritime and Coastguard Agency (MCA) has confirmed implementation as outlined in Marine Information Note MIN 729 (M) + (F). Key points include:

  • Seafarers who completed PSSR before 1st January 2026 do not need to refresh their training.
  • Existing PSSR certificates remain valid, unless otherwise required by a flag state or company / vessel policy.
  • All courses delivered from 1st January 2026, must cover the updated syllabus, including violence and harassment prevention.
  • The MCA strongly encourages companies to provide aligned training and onboard guidance in relation to this change.
