The Republic of the Marshall Islands (RMI) is located between Hawaii and the Philippines, forming the easternmost island group of Micronesia. The RMI consists of five main islands and approximately 1,220 smaller islands and islets, with nearly 98% of its territory being water—the highest water-to-land ratio of any sovereign state.

The RMI Maritime Registry is administered by International Registries, Inc. (IRI), which has been managing maritime programs and flag state administration since 1948. Headquartered in Reston, Virginia, IRI operates 28 offices in major shipping and financial centres worldwide.

Although the RMI Maritime Registry has a large fleet, it only began offering registration for commercial and private yachts in 2001. Today, the RMI Maritime Registry ranks as the third-largest flag state by gross tonnage and is governed by the RMI Yacht Code, 2021 (as amended) with a new RMI Yacht Code coming into force in 2026.

Recognized for its practical approach to construction and commercial operations, the RMI Maritime Registry ensures compliance with international regulations, earning consistent placement on the Paris and Tokyo MoU White Lists, and is the only register to have retained the United States Coastguard QUALISHIP 21 status since it’s implementation.

The Flag

Yachts registered under the Marshall Islands fly this national flag which is a blue ensign with diagonal orange and white stripes and a large white star in the upper hoist-side corner above the stripes.

Ports of Registry

The RMI offers a choice of two ports of registry uniquely reserved only for yachts: Bikini and Jaluit. Unlike many other registries, two yachts may share the same name as long as they have different ports of registry.

Radio Licensing

The RMI Maritime Registry issues Ship Radio Station Licenses, assigning the yacht a Call Sign and MMSI number to program onboard communication equipment, including VHF radios, EPIRBs, and AIS transmitters.

Full-term radio licenses issued by the RMI Maritime Registry are valid for four years before renewal is required.

Eligibility for Marshall Islands Registration

Yacht Eligibility

The RMI Maritime Registry allows registration for:

  • Tenders over 7m in length
  • Pleasure yachts over 12m in length
  • Pleasure yachts with limited charter over 18m in length
  • Commercial yachts over 24m in length
  • Passenger yachts over 24m in length

Ownership Eligibility

Unlike other registries, yachts registered under the RMI must be owned by:

  • An RMI corporation
  • An RMI limited/general partnership
  • An RMI limited liability company (LLC)
  • A Qualified Foreign Maritime Entity (FME)
  • RMI corporate law is modeled on Delaware corporate law (USA).

What is a qualified Foreign Maritime Entity (FME)?

An FME is a legal entity created outside the Marshall Islands that qualifies to own vessels when registered through an approved intermediary under Section 119 of the Marshall Islands Business Corporations Act (BCA).

Certificate of Registry

The RMI Certificate of Registry is a digital document containing key vessel details such as:

  • Vessel name
  • Official number
  • Ship type
  • Propelling power
  • Dimensions

Important: The Certificate of Registry is not proof of ownership. Ownership is determined through legal documents such as a Builder’s Certificate or Bill of Sale.

Tonnage Measurement & Pre-Registration Inspection

  • Yachts 12m – 24m & under 20 years old: No pre-registration inspection required (unless requested by the Registry).
  • Classed private yachts over 24m which are 20 years old or less: No pre-registration inspection required.
  • Unclassed private yachts over 24m: Pre-registration inspection required.

How long is the registration valid?

The registration does not expire, but is only valid if annual tonnage taxes are paid.

Can I get a provisional registration?

No, provisional registration is not available.

Dual-Use Registration Options

Private Yacht Limited Charter (PYLC)

  • For private yachts 18m+ LOA and <500GT
  • Allows up to 84 days of charter per calendar year
  • Limited to locations where full commercial compliance is not required
  • Maximum of 12 passengers onboard when in commercial use

Yacht Engaged in Trade (YET)

  • For private yachts 24m+ LOA
  • Requires a YET Compliance Certificate (YETCC)
  • Available in locations with local authority approval (e.g., France, Monaco, Croatia, Greece, United Arab Emirates)
  • Permitted to charter for up to 84 days per year

How long does full registration take?

  • Main time factor: Setting up a qualifying owning entity.
  • No survey required for registration.
  • Once documents are complete, approval is typically received within 48 hours.
  • Multiple global IRI offices ensure efficient service.

Does the yacht physically need to go to the Marshall Islands for registration?

No, at no point does the yacht need to be physically present in the Marshall Islands.
