The Republic of Malta is a Mediterranean island nation located between Sicily and North Africa. Since becoming a republic in 1974 and joining the European Union in 2004, Malta has established itself as a leading international maritime hub. It is the tenth-smallest country by area and one of the most densely populated.

Maltese and English are the official languages, with over 60% of the population also fluent in Italian due to close cultural ties.

Malta has a rich maritime tradition and a well-regarded shipping registry established in 1973. The Malta Maritime Authority, founded in 1991 and now part of Transport Malta (TM), oversees the Malta Flag and maritime services.

Thanks to a robust legal and regulatory framework, Malta’s ship register has grown into one of the largest and most respected worldwide. Recent legislation tailored to the yacht and superyacht sectors has made Malta an increasingly popular choice for private and commercial yacht registrations.

Recognised for high safety standards, the Malta flag is recognized as a top-performing registry on the Paris and Tokyo MoU White Lists.

The Flag

Yachts registered in Malta fly the civil ensign which consists of a red field bordered in white with the Maltese cross at its centre.

Note: only Maltese military vessels fly the national flag.

Port of Registry

The official port of registry in Malta is VALLETTA.

Radio Licensing

Radio licenses are issued directly by Transport Malta.

Holding a valid radio license is a legal requirement, as it assigns a Call Sign and MMSI number necessary for operating onboard communication and safety equipment, including VHF radios, EPIRBs, and AIS transmitters.

Is my yacht eligible for Malta registration?

Transport Malta allows the registration for pleasure and commercial yachts over 15 metres, with no restriction in tonnage or type.

Am I eligible for Malta registration?

The Malta register is an international registry, open to:

  • Maltese citizens and companies
  • European citizens and companies
  • Companies or entities incorporated anywhere globally

International owners (non-Maltese) must appoint a local resident agent in Malta.

The Certificate of Malta Registry

As of June 2025, the Certificate of Malta Registry is issued digitally. It includes essential details such as vessel name, official number, ship type, HIN, and dimensions.

Important: The certificate is not proof of ownership. Ownership is determined through legal documents such as a Builder’s Certificate or Bill of Sale.

How long is the Malta registration valid?

The full registration is valid for one-year, it must be renewed on the anniversary of initial registration each year with a fee.

How much does Malta registration cost?

Commercial use & compliance

Malta’s Commercial Yacht Code (CYC), introduced in 2006, aligns with international standards and applies to yachts of all sizes:

  • Yachts under 24 meters comply with the Small Commercial Yacht Code (sCYC)
  • Yachts over 24 meters comply with the Commercial Yacht Code (CYC)

This code has been widely adopted by yacht builders and classification societies.

Does the yacht physically need to go to the Malta for registration?

The yacht does not need to be physically present in Malta at any stage of the registration process.

Do I need a Malta Resident Agent?

All non-Maltese owned yachts must appoint a local resident agent, who acts as the communication channel with the registry and the owner’s judicial representative in Malta. Oceanskies (Malta) Limited offers resident agent services standalone or as part of a yacht registration package.

Required Documentation

Basic requirements for Cayman Islands full registration:

  • Three preferred vessel name choices
  • Title documents (Builder’s Certificate, Bills of Sale, etc.)
  • Appointment of Local Resident Agent form
  • Tonnage certification (we assist with surveys)
  • Copy of CE certification
  • Deletion certificate (if previously registered under another flag)
  • Commercial certification (if applicable)

Additionally, we require a signed letter of engagement and owner due diligence verification.

  • Lifejackets (for all on board)
  • Lifebuoys
  • Liferaft(s) covering total capacity
  • EPIRB (if navigating offshore)

  • Navigation lights, sound signals, compass
  • VHF radio

Over 24m Private, sCYC and CYC yacht Requirements

Private yachts over 24 meters, as well as yachts operating under the Small Commercial Yacht Code (sCYC) and the Commercial Yacht Code (CYC), must comply with specific safety equipment and system requirements. These requirements are mandatory and vary based on the yacht’s size and type of operation. Detailed lists can be obtained directly from Transport Malta.
