The Cook Islands is an island country in Polynesia, part of Oceania in the South Pacific Ocean. While it maintains a free association with New Zealand, the Cook Islands has conducted its own independent foreign and defence policies since the start of the 21st century.

Maritime Cook Islands (MCI) has administered the Cook Islands ship registry since May 2000 on behalf of the Cook Islands Ministry of Transport, pursuant to the Ship Registration Act 2007. MCI operates through a global network of delegated agents who act as Maritime Registrars.

As an English common law jurisdiction, Cook Islands maritime law is based on English legal principles.

The Flag

Cook Islands registered yachts fly the national flag which is a British blue ensign featuring a circle of 15 white stars in the fly.

Owners can choose from the following official ports of registry:

  • Avatiu
  • Arutanga

For members of the Cook Islands Yacht Squadron (CIYS), additional ports include:

  • CIYS – Cook Islands
  • CIYS – Avatiu
  • CIYS – Arutanga

Radio Licensing

Radio licenses are issued directly by MCI once the yacht is fully registered.

Holding a valid radio license is a legal requirement, as it assigns a Call Sign and MMSI number necessary for operating onboard communication and safety equipment, including VHF radios, EPIRBs, and AIS transmitters.

Is my yacht eligible for Cook Islands registration?

Cook Islands allows the registration for pleasure and commercial yachts of unlimited tonnage, type, and length.

Yachts over 20 years old may require a pre-registration survey.

Am I eligible for Cook Islands registration?

Cook Islands is an open international register, there are no restrictions on ownership of Cook Islands registered yachts.

If the owner is not a Cook Islands company, they must join the Cook Islands Yacht Squadron (CIYS) to register under the flag.

The Certificate of Registry

The Certificate of Registry is a digital document that includes essential details such as:

  • Vessel name
  • Official number
  • Ship type
  • Hull Identification Number (HIN)
  • Dimensions

Important: The Certificate of Registry is not proof of ownership. Ownership is determined through legal documents such as a Builder’s Certificate or Bill of Sale.

Registration Validity

  • Provisional Registration – Valid for 3-months.
  • Permanent Registration – Valid for 1, 3 or 5-years from the initial registration date.

How long does Cook Islands registration take?

Required Documentation

Basic requirements for Cook Islands registration:

  • Three preferred vessel name choices
  • CIYS membership confirmation letter
  • Photographs of the vessel
  • Evidence of title (Builder’s Certificate, Bills of Sale, etc.) must be notarised
  • CE certification or technical specification
  • Deletion certificate (if previously registered under another flag)
  • Commercial certification (if applicable)
